Regularização da Situação legal da Sociedade Brasileira de Educação Comparada

Estamos lançando o boletim da SBEC, nº 1 e 2 relativos ao ano de 2007 nos últimos dias do ano 2007, pois somente neste mês ficamos sabendo do registro da ata da eleição de 2006 no cartório de Niterói. Este processo iniciou em 2006, quando tentamos realizar o pagamento da anuidade da SBEC ao Conselho Mundial. Em 2004 e 2005 o pagamento havia sido realizado pelo ex-presidente da SBEC, Robert Verhine. Fomos informados pelo Banco do Brasil que o CGC da Sbec estava inativo, e que por esta razão não poderíamos enviar recursos para o exterior. Começou então a nossa maratona para regularizar a situação legal da SBEC. Fomos orientados pela Dra. Luciana Caon do Serviço de Registros de Porto Alegre, nos aconselhou a registrar a ata da eleição de 2003 no cartório em Niterói, para posteriormente transferir todo o material da SBEC para Porto Alegre. A primeira tentativa de registro da ata foi realizada por Sandra Beatriz Rosito Mercio, amiga pessoal da atual presidente da SBEC, a profa. Marta Luz Sisson de Castro. Ela realizou mais de três visitas ao cartório, e conseguiu uma orientação legal com uma listagem dos documentos necessários para o registro da ata. Recebemos esta orientação no início de 2007, e começamos a solicitar reconhecimento de firma, e certidão negativa dos membros da diretoria. No 1º semestre de 2007, passamos a contar com assessoria jurídica de Rodrigo Bonfiglio da Pontifícia Universidade Católica do Rio Grande do Sul, tendo sido ele um elemento chave nesta conquista. Ele negociou diretamente com o cartório em Niterói, e optou-se por registrar a ata da última eleição, e quando já havíamos encaminhado todos os documentos necessários, fomos informados que o material da SBEC havia sido transferido para cartório em Brasília. Parecia que iríamos começar tudo novamente, quando o cartório de Niterói, informou que não havia registro da transferência para Brasília, e que eles poderiam então registrar a ata da eleição, primeiro passo para a regularização da situação legal. Agora, se inicia uma segunda fase, e esperamos em 2008 regularizar o nosso CGC e deixar a situação legal em ordem. O trabalho de Rodrigo Bonfiglio foi crucial para a conclusão desta primeira fase. Agradecemos também a todos os membros da diretoria que nos auxiliaram no processo.



Participação no Congresso Mundial de Educação Comparada realizado em Sarajevo de 3 a 7 de Setembro de 2007

A Profa. Marta Luz Sisson de Castro representou a SBEC no Congresso Mundial das Sociedades de Educação Comparada (WCCES) que se realizou em Sarajevo, participou das reuniões do Conselho Mundial que elegeu o novo presidente o Prof. Crain Soudien da África do Sul. O grupo de brasileiros participantes foi pequeno devido as dificuldades de obtenção de visa de entrada na Bósnia para indivíduos de nacionalidade brasileira. Participaram as Profas Jacira Câmara e Clélia Capanema da Universidade Católica de Brasília e Gabriela Rizo da Universidade Federal Rural do Rio de Janeiro, havia outros brasileiros inscritos como a Profa. Sonia Nogueira, o Prof. Romualdo Portela que acabaram não participando.

Nas reuniões do Conselho Mundial foi apresentado o relatório do presidente em exercício Mark Bray, além de relatórios das diferentes comissões. Foi bastante discutido o processo de eleição que foi um pouco tumultuado por problemas ocorridos na apresentação dos candidatos. Como resultado do evento, estamos incluindo o documento intitulado Declaração de Sarajevo que enfatizou a educação e o diálogo intercultural no mundo de hoje. Ficou definido que o XIV Congresso Mundial deverá ocorrer em 2009 em Istambul, Turquia. A sociedade turca deverá formalizar sua proposta para o evento do CIES que ocorrerá em Nova York em Março de 2008.

Durante o Congresso Mundial foi lançado o livro " Common Interests, Uncommon Goals. Histories of the World Council of Comparative Education Societies and its Members. O livro foi editado por Vandra Masemann, Mark Bray e Maria Manzon e representou um esforço relevante de sistematização das experiências das diferentes societies, vinte sociedades reconstruíram sua história para o livro. O capítulo sobre a SBEC intitulado " The Brazilian Comparative Education Society foi escrito por Marta Luz Sisson de Castro a partir de entrevistas realizadas com os ex-presidentes da Sociedade, o texto final foi revisado por Robert Verhine e Cândido Gomes. Desta forma mantivemos a presença da SBEC como membro ativo e atuante do Conselho Mundial de Educação Comparada.

Durante o Congresso Mundial foi lançado o livro " Common Interests, Uncommon Goals. Histories of the World Council of Comparative Education Societies and its Members. WORLD COUNCIL OF COMPARATIVE EDUCATION SOCIETIES
Sarajevo Congress Declaration

We, the participants at the Congress of the World Council of Comparative Education Societies (WCCES), numbering over 600 people from some 74 countries, are assembled in Sarajevo, Bosnia & Herzegovina, on 7 September 2007, to celebrate the achievements of the first major international education conference held in this city since the end of the devastating 1992-1995 war. We believe that Sarajevo is a fitting and symbolic location for an international gathering dedicated to exploring the theme: Living Together: Education and Intercultural Dialogue.

We acknowledge and support the broad aims of the local Congress convenors at the University of Sarajevo, which are to promote the values of peace, solidarity and sustainability within the country and the region through intercultural dialogue. We applaud in particular the dedication and courage that teachers and other educators in the B&H community have revealed to us in rebuilding the educational life chances for young people over the last decade.

As members of the global educational community in our capacity as individual educators, researchers and practitioners, we concur with the goals of the Congress. Education at all levels - from higher education to pre-school education, from formal training to nonformal lifelong learning- plays a vital role in fostering values of peaceful intercultural dialogue, respect, social justice and equity, and is a major factor in bringing about reconciliation among diverse communities. Appropriate, relevant education is a fundamental prerequisite to sustainable human development, creativity and excellence.

We urge governments, national and global organizations, non-government organizations and international agencies to promote education as a vehicle for intercultural dialogue. We urge Ministries and Departments of Education to support educational agreements such as the Bologna process and the World Declaration for Education For All, and to expand cultural, academic and scholastic links and exchanges both in Europe and across the planet. We would like to see teachers and other professionals modelling, enabling and promoting initiatives that foster dialogue across different communities, particularly in postconflict and transitional societies. We urge politicians and policy makers actively and constructively to finance education that enhances intercultural dialogue.

As we leave the inspiring city of Sarajevo, and on the basis of the dialogue of this international Congress, we undertake to commit to furthering educational action and research for intercultural understanding. We further intend to implement in our individual area of expertise and influence, one or more of the many significant and profound recommendations and discussions that arose from our dialogue during this historic Congress.

Approved by acclamation at the General Assembly, WCCES on this 7th day of September, 2007.

The World Council of Comparative Education Societies (WCCES) is a non-profit, non-political Council of 36 Comparative Education Societies which in turn represents many thousands of educators, researchers, practitioners and policy makers who reside in over 75 countries. This Congress was convened by the World Council, in association with the International Association for Intercultural Education (IAIE). The WCCES is an NGO in operational relations with UNESCO. The Congress is a triennial international event where individuals meet to discuss and compare educational issues and policies in an open dialogue.

Participação na 5ª International Conference on Comparative Education. Teacher Training and the New Education Agenda realizada em Sofia, Bulgária em 2007

Aproveitando a oportunidade a Profa. Marta Luz Sisson de Castro participou do evento de Educação Comparada realizado na Bulgária na semana anterior ao Congresso Mundial. Participou neste evento a brasileira Gabriela Rizo, e entre os representantes da América Latina estava Claúdio Rafael Vasquez Martinez do México. Foi um grupo muito interessante com a participação de Vandra Masemann, Maria Manzon, e uma professora da Suécia que movimentou o grupo de políticas educacionais tornando as discussões bastante significativas. Para 2008. a 6ª International Conference será posterior ao Encontro CESE que ocorrerá em Atenas no inicio de Julho de 2008, uma boa combinação de eventos e locais.



Estamos incluindo a partir deste Boletim da SBEC divulgação de trabalhos e Pesquisa na área da Educação Comparada e por esta razão segue o resumo da Tese da Professora Gabriela Rizo, envie-nos também o seu trabalho para que seja divulgado.

Título: APRENDER A SER, APRENDER A REINVENTAR
Caminhos da Unesco para a era Global - O Relatório Delors, o Planejamento Estratégico Situacional e o Processo Civilizador.

Resumo:
Sistemas nacionais de ensino tão parecidos quantos os de hoje, tanto em seus princípios orientadores de ações educativas como em suas formas organizacionais, nunca haviam existido antes do século XXI. Esta semelhança está associada a políticas públicas internacionais para a educação, tecidas nas últimas décadas do século XX, e que deveriam motivar os países membros das Nações Unidas para a formação de cidadãos capazes de construir a paz numa era globalizada. É, portanto, através das metas postuladas pelo Relatório Delors, formulado pela Unesco, Organização das Nações Unidas para a Educação, a Ciência e a Cultura, que se procurará analisar o conceito de ser humano ansiado por estes parâmetros internacionais, que fazem a educação mundial cada vez mais igual. Assim, na primeira parte desta tese, tentaremos historicizar o "sujeito Delors", relacionando-o à época atual e à busca do aumento dos graus de previsibilidade e de autocontrole das pessoas, tendo em vista uma sociedade de risco. Neste sentido, ele é observado sob o prisma da continuidade de um Processo Civilizador, iniciado no Ocidente e que seguiu se expandindo pelo mundo através de vários mecanismos, inclusive a educação. Com isto em vista, na segunda parte deste trabalho, se deduz que a busca por um sujeito Delors dá bases a um discurso internacional que motiva reformas nos sistemas educacionais de vários países em desenvolvimento, objetivando torná-los mais aptos para alcançar o indicado, tanto no referido Relatório, como nas metas da Conferência Educação Para Todos (Jomtien/1990). Ao mesmo tempo, ocorre a readaptação destes Estados às demandas da economia globalizada. Analisa-se aqui, mais especificamente, a América Latina dentro deste processo. Com a reforma dos sistemas de ensino da região, que se descentralizam, e o esvaziamento de um Estado de Bem-Estar Social, o planejamento dos sistemas é essencial como estratégia para alcançar uma escola capaz de construir um sujeito preparado par ao mundo global. Mais uma vez a Unesco, através da sede regio- nal de seu Instituto Internacional de Planejamento da Educação (IIPE), em Buenos Aires, aconselha aos ministérios e secretarias de educação da região latino-americana de acordo com seus parâmetros internacionais. O IIPE indica o Planejamento Estratégico Situacional (PES) como melhor modelo de planejamento para sistemas descentralizados e democráticos. Porém, no encontro entre o tipo de ator requerido para implementar esta forma de planejamento e o "sujeito Delors", que deve ser produto do sistema educacional eficiente, é possível se observar um nó do Processo Civilizador Ocidental, quando este se impõe fora do mundo desenvolvido. Na América Latina, os conceitos de ator postulados pelos pressupostos internacionais fazem com que aquilo que deveria ser fruto de um sistema educacional eficiente, passe a ser seu pré-requisito, pois o PES exige, para ser efetuado, a participação de pessoas (cidadão e servidores públicos) altamente reflexivas. Por fim, somente pelas táticas de atores nacio- nais e funcionários dos setores educativos da região se pode encontrar esperança para este quadro, caso eles sejam capazes de transformar nossas escolas em sistemas complexos de aprendizagem da participação.

December 18th is the new deadline for papers/abstracts submissions and Invited Sessions Proposals for EISTA 2008: The 6th International Conference on Education and Information Systems, Technologies and Applications (Orlando, Florida, USA, on June 29th to July 2nd, 2008) http://www.socioinfocyber.org/eista2008 Authors Notification: February 6th, 2008 Camera ready, full papers: March 5th, 2008

All Submitted papers will be reviewed by a double-blind (at least three reviewers), non-blind, and participative peer review. These three kinds of review will support the selection process of those that will be accepted for their presentation at the conference, as well as those to be selected for their publication in JSCI Journal. Details are given in the conference web site.

The registration fee of effective invited session organizers will be waived and they will receive at the registration desk, for free, 1) a package of 4 DVDs and one CD containing the 6-hour tutorial "Fundamentals and History of Cybernetics: Development of the Theory of Complex Adaptive Systems" and 2) a second 4-DVDs/1-CD package 6-hours tutorial titled "Cybernetic Management". The market price of each of these packages is US $ 295. Twelve more benefits for invited session organizers are listed at EISTA 2008 web page.

Authors of the best 10%-20% of the papers presented at the conference will be invited to adapt their papers for their publication in the Journal of Systemics, Cybernetics and Informatics.

Each session to be included in the conference program will have corresponding electronic pre-conference and post-conference sessions for 15 days each. In the electronic pre-conference sessions authors will have access to the papers to be presented at their session and to an associated electronic forum, so they can be better prepared for their conference face-to-face session. Similarly, electronic post-conference sessions will complement and support a follow-up of the respective conference sessions, via an electronic forum and the possibility of evaluating papers presented at the associated session. These evaluations will also support the selection process for the papers to be published in JSCI journal.

Aims & Scope

Diaspora, Indigenous, and Minority Education: An International Journal (DIME) - a quarterly peer-reviewed journal focused on critical discourse and research in diaspora, indigenous, and minority education - is dedicated to researching cultural sustainability in a world increasingly consolidating under national, transnational, and global organizations. It aims to draw attention to, and learn from, the many initiatives being conducted around the globe in support of diaspora, indigenous, and minority education, which might otherwise go unnoticed.

DIME invites research from a variety of theoretical and methodological perspectives that emphasize the centrality of marginal voices and a peripheral gaze, and which draw attention to the complex interrelations between political, economic, historical, and social contexts, as well as the ways in which these various contexts shape educational policies, practices, curricula, and outcomes. The journal welcomes articles that ground theoretical reflections in specific empirical research and case studies of diverse locations and peoples as yet underrepresented within scholarly research and literature, as well as action or participatory research studies of exemplary or "best" practices.

Intended to bridge arbitrary disciplinary boundaries in which such research and theorizing are currently conducted, DIME encourages cutting-edge work from around the world to enhance understanding of the relationships between home and school cultures; educational development, curriculum, and cultural change; local, regional, national, and/or transnational forces or institutions; culture, ethnicity, and gender in identity construction; migration and educational change; and societal attitudes and cultural variation.

CONTRIBUTOR INFORMATION
Diaspora, Indigenous, and Minority Education: An International Journal is a quarterly peer-reviewed journal focused on critical discourse and research in diaspora, indigenous, and minority education. The journal is dedicated to researching cultural sustainability in a world increasingly consolidating under national, transnational, and global organizations. It aims to draw attention to, and learn from, the many initiatives being conducted around the globe in support of diaspora, indigenous, and minority education, which might otherwise go unnoticed.

Submission Guidelines
Manuscripts. Submissions must be original research involving either empirical or analytical (conceptual)research, framed within a well-developed theoretical context. Manuscripts must adhere to the Publication Manual of the American Psychological Association (5th ed.) guidelines and should be double-spaced,including title page, text, tables, charts, references, notes, and appendixes. The first page should include thetitle, name(s) and affiliation(s) of author(s), and full contact information for correspondence (street address and e-mail). The second page should include the title, an abstract of not more than 150 words, a 40-wordbio for each author, and a character count. Use either American or British spelling consistently.Manuscripts should not exceed 8,000 words in length (including references, notes, and tables). Direct quotation in another original language should be followed immediately by the English translation..Alternative formats will be considered if appropriate and well-executed. Tables should be placed after the references, each labeled and on a separate page. Placement should be marked in the manuscript. Figuresaccepted for publication must include legends and be submitted in camera-ready form. Digital files are recommended for highest quality reproduction and should follow these guidelines:
300 dpi or highersized to fit on journal page EPS, TIFF, or PSD format only submitted as separate files, not embedded in text files
Color illustrations will be considered for publication; however, the author will be required to bear the full cost involved in their printing and publication.
The charge for the first figure is $1,200. Subsequent figures, totaling no more than 4 text pages, are $500.00 each. Good- quality color prints should be provided, in their final size.
Figures needing reduction or enlargement will be charged an additional 25 percent. The publisherhas the right to refuse publication of any artwork deemed unacceptable.

Perspectives. Submissions in this category include well-developed scholarly reflections on a key issue.Possible topics include current issues in the field affecting research (methodology), theory, policy, educational administration, or curriculum and pedagogy. This category also includes critical reflections on articles previously published in the journal. In such cases, the author of the original article will be invited to respond in 1,000 words or less. Critical reflection pieces should be no longer than 3,000 words.

Program Studies. This type of submission is for case studies of specific instances of innovative programs or initiatives. Program studies should be no longer than 5,000 words.

Research Reports. This category is for reports of research or inquiries of relevance to diaspora, indigenous, or minorityeducation. Reports should be no longer than 5,000 words.

Book Reviews. Please contact the editors to inquire about serving as a reviewer. Unsolicited reviews will not be accepted. Reviews should be between 500 and 1,000 words in length. The title page should include the name of the reviewed book and its author(s), publisher, number of pages, and ISBN (if available).

Only original work not previously published and not currently under review will be considered.
Contributions should be in English and will be reviewed anonymously.

The Editorial Board of the journal RESEARCH IN COMPARATIVE AND INTERNATIONAL EDUCATION (www.wwwords.co.uk/RCIE) has commissioned a series of thematic issues (please see details below).

It is the Board's policy to publish two thematic issues each year, to be interspersed with general issues. While the guest editors will be inviting contributions, there will be the possibility of including other papers relevant to particular themes. Potential contributors are invited to send any such papers to the Editor (david.phillips@edstud.ox.ac.uk) in the first instance.

The Editor will welcome further suggestions for future special issues and, of course, individual papers which meet the criteria for publication in RCIE.
